June 3 (BTA) - There is a need for a new specialized law on water supply services that takes into account its specificities and the obligation to supply water to every Bulgarian citizen and to guarantee the public character of the sector, said Plamen Dimitrov, President of the Confederation of Independent Trade Unions of Bulgaria (CITUB), at the opening of a discussion on sustainable development of the Water Supply and Sewerage Sector and decent wages for its employees. Dimitrov argued that there is a need for a separate regulator to monitor the water sector. "There are opportunities for additional revenue in the sector that do not necessarily call for an increase in water prices," the CITUB President said. Dimitrov noted that water supply government assistance vouchers can be provided in next year's budget plans. A single person needs at least 50-100 liters per day, which is about up to 3 cubic meters per month. Assuming that 500,000 households need water supply government assistance, 50 million leva can be billed to the state budget for that purpose, said Dimitrov. "Our main demand is a 15 per cent annual increase of wages in the sector. In recent years, wages in the country have grown at a rate of 8-11 per cent per year, while those in water and sewerage services have gone up two to three times less, and thus the income of people there is lagging behind," said Dimitrov. He explained that this increase will require another 25-27 million leva per year. CITUB Chair Ivan Ivanov said that this discussion is necessary because the pay of the water supply and sewerage operators has become a major problem. Currently, the Energy and Water Regulatory Commission (EWRC) has approved the business plans of 27 water supply and sewerage companies, which serve 77 per cent of the country's population, Ivanov added. There are areas in the country where the cost of water is on the verge of being socially affordable, and a different mechanism for raising salaries needs to be sought. "Additional state funding of about 50 million leva per year is needed in the sector, so that the wages of the water operators' employees be increased without raising the water price for the population," Ivanov noted. "It is possible to divide the EWRC into an energy and water supply regulator but that can only be done by the National Assembly," Ivanov added.
