Lom port concession procedure facing anti-trust probe

Bulgaria's anti-trust authority is looking into the concession procedure for the Lom port, on the Danube, at the request of one of the companies competing for the contract, a source told Dnevnik.

The Commission for the Protection of Competition (CPC) said the probe was launched in response to a complaint from Port Lom TES-NRS.

The complaint also contains a request to suspend temporarily the selection of port concessionaire. Even if that request is refused, the advisory committee in charge of the concession procedure is likely to stay all proceedings, pending the outcome from the CPC probe.

The regulator is expected to review the suspension request within a week and to come up with a decision on the complaint within two months.

The candidates for the Lom port concession, which was expected to be awarded by April 2 before the probe development, have not been disclosed.

According to unconfirmed reports, the contract is being contested by companies controlled by local businessmen Hristo Kovachki, Vasil Bozhkov and Valentin Zahariev. Russia's Mechel, which owns the Ruse district heating company, is one foreign company believed to be interested in the procedure.

The bids for the 35-year contract were unsealed in the presence of the candidates and the selection process is transparent for each of them, assured the transport ministry.

No one from Port Lom TES-NRS could be reached for comment.

The concession procedure was opened in October 2007.

The minimum investment commitment expected from the future concessionaire is 66 mln levs.
